Obstacles Remain for Relief Supplies in Gaza City Despite Truce
Although the border entry point at the Egyptian border becomes operational soon, aid groups encounter significant obstacles delivering assistance to the northern region, the region most severely affected by hunger, specialists report.
Transportation Issues
Major routes are virtually unusable due to extensive devastation across the conflict-affected area – or are still controlled by security personnel. Any vehicle that stops working is likely to be immediately stripped.
The main entry point, the primary access route to the northern region, devastated by multiple years of conflict, has been closed for many days, and Israeli officials have informed aid groups in Gaza that there are no current intentions to open the entry location, according to aid workers.
Destruction in Gaza City
The main city was the focus of a significant armed campaign initiated in August that was continuing when the peace agreement was agreed upon a week ago.
Devastation in the north has been extensive, with complete communities including local municipalities and neighboring towns in destroyed as well as many of the peripheral zones of the main city.
"Any activation of a access route into Gaza is beneficial, but we need to guarantee we can help civilians where they are," stated an experienced official from a humanitarian organization.
Aid Situation
Witnesses said many of the approximately 300,000 people who have come back to the north from the crowded shelter regions where they had been staying during the Israeli offensive were now "staying" among the ruins of their homes, often without any protection and with limited nutrition or hydration.
A representative from a humanitarian body said the destruction in northern Gaza was "shocking".
"It is neighborhood after neighborhood, building after building ... there is extreme need for drinking water. Conditions are severe. We require each access route functioning," the representative, who was in the urban center earlier this week, said.
Restricted Entry
An organization head working from Gaza City said the needs in what used to be the region's bustling commercial and community focal point were "overwhelming".
"There is positive expectation and optimism but there needs to be quick improvement on the border points. We didn't witness major improvement on the ground yet," the representative said.
"We continue to receive a small quantity of aid [and] we are just beginning to understand the level of devastation. So many streets are overwhelmed by rubble ... there is almost no home that is undamaged. There is damage and unexploded bombs throughout the area."
Ongoing Developments
On Saturday, relief groups said modest volumes of essential fuel entered Gaza for the initial occasion in many weeks, along with deliveries of flour, rice and fresh vegetables. The additional resources sent market costs decreasing.
In the central town, a community member said there had been certain progress since the ceasefire.
"Stores are full of products, fresh goods, and produce, although the costs are continuing to be expensive and not accessible for the entire population," the person said.
Cold Season Requirements
"The primary requirements currently, specifically due to the approach of the cold season, are to have a shelter to keep us safe from the low temperatures and cold-weather clothing because the markets do not have sufficient clothing for us or, if they are available, they are extremely limited and extremely pricey."
Several UN-supported bakeries in central and southern Gaza have begun working again since the truce.
Aid Transport
Transport were reported to have passed via the border access point through Israeli territory to Gaza during Wednesday, though exact numbers were unclear.
The nation's public broadcaster announced that the day's humanitarian shipments would include nutritional supplies, treatment resources, fuel, propane and tools to fix crucial facilities.
"Humanitarian aid keeps coming into the conflict region through the humanitarian corridor and additional routes after security checks," an military representative said.
Delivery Complications
But tracking the quantity of vehicles could be inaccurate, cautioned an expert from a humanitarian organization. "It's crucial to understand what is in the vehicles and their loading status for it to be a truly significant measurement," the expert said.
Commercial operators are dispatching fleets of transports carrying chocolate, soft drinks and snacks, which have minimal health benefits, while urgent medical support for children or others who have gone without proper sustenance for two years are unavailable.
Treatment Situation
Within the northern urban center, only seven medical centers are functioning, compared with many in earlier this year.
Various groups have substantial resources of humanitarian goods stored near the territory waiting to go in. A humanitarian body assisting local residents across the territory for decades has multiple months of supplies of sustenance for everyone in Gaza in place to be transported.
"We maintain the materials, the equipment and the skills ... we only require the access," said a relief official, recently returned from Gaza.
Political Factors
A diplomatic framework specifies that "complete" aid should reach Gaza and be distributed through international organizations and humanitarian networks, without disruption from both combatant organizations or government forces.
