Ukrainian President Urges EU to Use Frozen Russian Funds for Ukraine's Military Support

Amid continuing meeting discussions, President Zelenskyy has insisted EU representatives to execute actions utilizing frozen Russian assets to support Ukraine's defense operations "as soon as possible".

Urgent Decision Demanded

Appealing to European Union delegates in the EU capital on Thursday, the Ukrainian leader stressed the crucial requirement to fully employ Russian assets for Ukraine's protection against continuing military action.

"Whoever postpones this resolution is not only hampering our defense but also hindering your own advancement," he stated, vowing that Ukraine would invest significant money in acquiring EU-made military equipment.

European Union Loan Plan

EU representatives are presently discussing initiatives to fund an interest-free loan for the country backed by Russia's central bank assets, which were frozen shortly after the extensive military incursion.

EU commissioners has outlined a €140 billion non-interest loan, with potential instructions to prepare comprehensive juridical frameworks intending to complete the arrangement by year's end.

International Positions

The Kremlin has described the proposal as "appropriation" and has pledged to pursue any entities or countries deemed to have taken Russian funds.

Belgium, which hosts substantial Russian assets at Euroclear, constituting 86% of all Russian state holdings within the European Union, has voiced concerns about the initiative.

"When you want to move forward, we will have to act together," stated the Belgian leader, highlighting the requirement for safeguards that all EU countries would bear the financial burden if Russia sought to recover its assets.

International Cooperation

Approximately one-third of Russia's state holdings are maintained beyond the EU, including in the Asian nation (€28 billion), the United Kingdom (€27 billion), the North American country (15 billion euros) and the America (4 billion euros).

Latest Measures

Previously, the European Union approved its nineteenth set of restrictive measures against the Russian Federation, focusing on liquefied natural gas for the first instance.

This decision was subsequent to comparable measures by the American government, which enacted restrictions on the Russian major energy corporations, major Russian enterprises.

Confidence in Agreement

Notwithstanding continuing differences over the reparations loan, multiple officials demonstrated assurance in achieving an accord.

"During these discussions we will take the strategic decision to secure the financial needs of the Ukrainian people from the coming years," stated a senior EU official, characterizing the remaining tasks as "technicalities".

Ukrainian government has downplayed reports of a detailed ceasefire initiative that emerged recently, implying it was the work of "certain allies" seeking to pre-empt "a proposal from Russia".

The Ukrainian president emphasized that Moscow has demonstrated no sign of wanting to terminate the hostilities, referencing recent bombings on populated targets.
